* doc/developer-release.txt: update push command
Update push command according to Stefan Monnier's advice:

AFAIK the use of "refs/heads/externals/emms" is necessary when creating
this branch (i.e. for the initial push) but for updates, you can use the
more concise and friendly "externals/emms".
